APPOINTMENT TYPE: Full-Time Regular (FTR)

 

LOCATION: Oak Ridge, TN or Remote (US Based Locations)

 

SALARY RANGE: $61,027 to $84,906

 

PURPOSE:

Performs routine cradle to grave subcontract administration for a wide variety of services for Federal, State, and commercial customers. Primarily, responsibilities include subcontract administration for multiple-service subcontracts that directly-support Oak Ridge Associated Universities (ORAU) prime and subcontracts that may be Federal Acquisition Regulations (FAR)-based, Cooperative Agreements, Grants, etc.,


Subcontract Administrator will be responsible for supporting and understanding the prime to subcontract relationship and works closely with internal customers to support appropriate acquisition planning, requisition preparation and overall procurement status and support.

 

Responsibilities

  • Complete cradle to grave subcontract administration activities including but not limited to acquisition planning support, Request for Proposal/Request for Quote (RFP/RFQ) development and issuance, negotiation and evaluation, documentation, award, administration, and closeout of all subcontracts.
  • Serves as the primary contact between Procurement and the assigned internal customer to assist with guidance on Procurement-related activities. This includes development and review of Statements of Work, Sole Source Justifications, and other required documents.
  • Reviews subcontract provisions. Reviews and interprets regulations and provides recommendations to Procurement Manager regarding applicability. Ensures compliance with FAR regulations and subcontract terms and conditions and ORAU policies.
  • Provides general support to the Procurement Management Team and peers on review and development of Procurement policies and procedures. Ensures training requirements are completed timely. Ensures and supports the Procurement Coordinator with monthly reports and metrics as required.

Qualifications

Bachelor's degree in business, scientific, technical, education, business administration or related field and 3-5 years of job-related experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities, and performing duties as described may be substituted for the minimum requirements.

  • Understanding of the prime and subcontract relationship.
  • Experience developing Request for Quotes/Proposals and (sub)contracts.
  • Thorough understanding of government and commercial subcontracting, including laws and regulations governing federal contracting required.
  • Understanding of contract pricing and of operation practices in subcontract administration and source selection.
  • Effective and proficient communication skills, both oral and written, and the ability to communicate with all levels of people, both internally and externally.
  • Experience with researching and applying policies and procedures.
  • Experience with and knowledge of uniform contract structure and government subcontracting vehicles.
  • Experience and knowledge of general procurement processes and procedures with a focus on federal government (subcontract/procurement) processes and procedures in accordance with the Department of Energy Acquisition Regulation (DEAR) and other agency regulations supplements.
  • Working knowledge of and interaction with other support areas including legal, accounting, finance, and program technical personnel.
  • Project management skills preferred, with the ability to recognize the level of effort for a given task.

 

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
