ORAU has a part-time (10 hours per week)temporary job opportunity as a Senior Advisor to the Center for Medicare and Medicaid Innovation (CMMI) in the Centers for Medicare & Medicaid Services (CMS), which is part of the US Department of Health and Human Services (HHS). CMS’s work touches the lives of over 140 million Americans. Its mission is clear – putting patients first. The ability of CMS to effectively advance national healthcare policy for the Medicare, Medicaid, and Health Insurance Marketplace programs depends on a dedicated and talented staff of public servants. The project is through 1/1/2026.

Responsibilities

The Senior Advisor will play a critical role in implementing the President’s Executive Order on Most Favored Nation Drug Pricing at CMMI. The position requires in-depth expertise in primary and secondary research, policy review, rule writing, and expert perspective on drug reimbursement, supply chain, PBMs, and drug approvals. The candidate will provide substantial insights, feedback, and advisory support to CMMI staff on various drug pricing-related matters.

 

  1. Review analyses and provide detailed feedback.
  2. Review ICIP and NPRM materials and offer expert feedback for policy enhancement.
  3. Collaborate with staff in developing pharmaceutical models.
  4. Advise staff on the latest market and industry trends related to drug pricing.
  5. Participate in meetings for policy design iteration on model concepts and initiatives (2/week).
  6. Attend ad-hoc meetings related to overall CMMI strategy and provide expert guidance.
  7. Engage in stakeholder meetings as a subject matter expert to discuss drug policy and data analysis (as needed).
  8. Develop briefing papers and presentations related to drug strategy, payment design, risk adjustment, and future model concepts.

Qualifications

  • Experience: 15+ years in private sector drug entities (e.g., pharmacy drug chains, PBMs, hospitals) and government drug programs (340B, MDRP, Inflation Reduction Act).
  • Clinical Background: Pharmacist with clinical experience.
  • Education: PharmD and an advanced degree in public health or related field or Bachelors in pharmacy and an advanced degree in Public Health or relevant field.
  • Skills:
    • Proficiency in policy analysis and development.
    • Strong knowledge of drug pricing mechanisms and regulations.
    • Excellent communication and collaboration skills.
    • Ability to provide expert guidance based on extensive research.
