Position Title: Senior Advisor – Payment Model Evaluation  International Drug Pricing
Project Supported: Evaluation and Model Design
Effort: 10–20 hours/week
Work Location: Remote 
Salary: $89.00 - $95.00 per hour

 

ORAU is seeking a fully remote Senior Advisor – Payment Model Evaluation to support the Centers for Medicare and Medicaid Services Innovation Center (CMMI) as an ORAU employee. This is a part-time, temporary role expected to last 8 months or longer.  

 

 

The Senior Advisor for Model Evaluation and Model Design will provide high‑level subject matter expertise to support the development of methodologically sound, policy‑aligned model evaluations. The advisor will work closely with teams to shape evaluation strategies and strengthen connections between policy formulation, model design, and analytic rigor.

 

Responsibilities

 

 
  • Offer expert advice and input on model evaluation design, ensuring alignment with policy goals and statutory requirements.
  • Conduct data analyses to understand prevalence of conditions, refine definitions of target populations, measure cost and quality, and perform power calculations to inform model evaluation design.
  • Collaborate to ensure evaluation design meets expectations for rigor and certification.
  • Provide expert advice bridging policy, model design, and evaluation to inform decision-making on trade-offs between optimal policy, model design, and rigorous evaluation.
  • Attend meetings and provide substantive input regarding model evaluation strategies and plans

 

Qualifications

  • Qualifications:

    • Ph.D. in Health Policy, Public Policy, Health Services Research, Economics, Advanced Quantitative Methods, or a relevant field.
    • 10+ years of experience in claims data analysis, causal inference methods, econometrics, measurement of cost, and study design.
    • In-depth familiarity with Medicare or Medicaid payment policy.

     

  • Skills and Competencies:

    • Strong command of claims data analysis, causal inference methods, econometrics, measurement of cost, and study design.
    • Excellent communication and collaboration skills to work effectively with policy and evaluation teams.
    • Ability to provide expert advice and input on complex model evaluation designs.
    • Strong analytical and problem-solving skills to inform decision-making on trade-offs between policy design and model evaluation.
